662.02 DEFINITIONS.
   As used in this chapter:
   (a)   "Alcoholic beverage" means beer and wine only.
   (b)   "Amplified sound" means music or speech projected or transmitted by artificial means, including but not limited to, amplifiers, loudspeakers or similar devices.
   (c)   “Commission” means the Village’s Parks and Recreation Commission as established in Chapter 276 of this Village Code.
   (d)   “Law enforcement officer” means a member of the Police Department authorized to enforce all criminal and traffic laws and ordinances in the Village.
   (e)   “Park” means any public park or recreation or playground area, or a building or facility thereon, in the Village used as a public park or recreation or playground area, whether or not such area has been formally dedicated for such purpose, which area is possessed or controlled by the Village.
   (f)   “Parking area” means a designated area on any park road, drive or special area contiguous thereto that is set apart for the standing or stationing of vehicles and marked accordingly.
   (g)   “Permit” means the written permission that must be obtained from the Parks and Recreation Commission or a designated agent thereof to carry out a given activity in a park.
   (h)   “Pollution” means the contamination or other alteration of the physical, chemical or biological properties of water which is bounded in whole or in part by a Village park. “Pollution” includes a change in the temperature, taste, color, turbidity or odor of the water and the discharge of any radioactivity or any liquid, gas, solid or other substance into the water that will or is likely to create a public nuisance or render such water harmful, detrimental or injurious to the public health, safety or welfare or to domestic, recreational or other beneficial uses made available to the public or to wild animals, birds or fish or other aquatic life.
   (i)   “Vehicle” means any wheeled device or conveyance propelled by a motor or by an animal. “Vehicle” includes trailers in tow of any kind, size or description, but does not include vehicles in the service of the Village.
   (j)   “Vessel” means any device of conveyance on the water propelled by a motor, the wind or human power. “Vessel” includes, but is not limited to, boats, yachts, cruisers, canoes, rafts or other watercraft.
