The purpose of this chapter is to regulate the use of public parks and park property, in order that all persons may enjoy and make use of such parks and park property, and to protect the rights of those owning property adjacent to such parks and park property. Nothing in this chapter is intended to override anything contained in joint use agreements existing now or hereafter with School Districts 159, 162, 227 or the lease agreement with Commonwealth Edison.
