660.02 BILLPOSTING AND HANDBILLS.
   Except as otherwise provided in this Code or any other ordinance of the Village or law of the State or the United States:
   (a)   Posting Bills and Signs. No person shall paste, post, print, paint, nail or otherwise fasten any handbill, sign, poster, advertisement or other notice of any kind whatsoever, or cause the same to be done, on any curbstone, flagstone or any other portion or part of any sidewalk or street or upon any tree, utility pole, hydrant, bridge, pier or structure within the limits of any street in the Village.

   (b)   Deposit or Distribution of Handbills.
      (1)   In public places. No person shall throw or deposit any commercial or noncommercial handbill in or upon any sidewalk, street or other public place in the Village or hand out or distribute or sell any commercial handbill in any public place. A person may, however, on any sidewalk, street or other public place in the Village, hand out or distribute, without charge to the receiver thereof, a noncommercial handbill to any person willing to accept it.

      (2)   On vehicles or to drivers. No person shall throw or deposit any commercial or noncommercial handbill in or upon any vehicle. A person may, however, in a public place, hand out or distribute, without charge to the receiver thereof, a noncommercial handbill to any occupant of a vehicle who is willing to accept it.

      (3)   On private property.
         A.   No person shall throw or deposit any commercial or noncommercial handbill in or upon any private premises which are temporarily or continuously uninhabited or vacant.

         B.   No person shall throw, deposit or distribute any commercial or noncommercial handbill in or upon any private premises if requested by anyone thereon not to do so or if there is placed on such premises, in a conspicuous position near the entrance thereof, a sign or notice bearing the words: "No Advertisement," "No Trespassing," "No Peddlers or Agents" or any similar wording, indicating in any manner that the occupants of such premises do not desire to be molested or have their right of privacy disturbed or to have any handbills left upon such premises.

         C.   No person shall throw, deposit or distribute any commercial or noncommercial handbill in or upon private premises which are inhabited, except by handing or transmitting such handbill directly to the owner, occupant or other person then present in or upon such private premises. In case of inhabited private premises which are not posted, as provided in paragraph (b)(3)B. hereof, a person, unless requested by anyone upon such premises not to do so, may place or deposit any such handbill in or upon such inhabited private premises, if such handbill is so placed or deposited so as to secure or prevent such handbill from being blow or drifting about such premises or sidewalks, streets or other public places. Mailboxes may not be used for such handbills when so prohibited by Federal postal law or regulations.
   This paragraph does not apply to the distribution of mail by the United States Postal Service or to newspapers, except that newspapers shall be placed on private property in such a manner as to prevent their being carried or deposited by the elements upon any street, sidewalk or other public place or upon private property.

      (4)   From aircraft. No person in an aircraft shall throw out, drop or deposit in the Village any handbill or other object.
