If a court of competent jurisdiction adjudges any section, subsection or provision of this chapter to be unconstitutional, void or ineffective, such judgment shall not affect any other such section, subsection or provision not specifically included in such judgment. If any court of competent jurisdiction adjudges the application of any section, subsection or provision of this chapter to any person or circumstance to be unconstitutional, void or ineffective, such judgment shall not affect the application of such section, subsection or provision to any other person or circumstance not specifically included in such judgment.
