The Village Manager shall employ an Administrator to perform the functions outlined in this chapter. The Administrator shall have such duties, responsibilities and powers as are necessary for the implementation of this chapter and additionally as may be assigned by the Village Manager, including, but not limited to, the initiation, receipt and processing of complaints on behalf of the Human Relations Commission.
