608.21 USE OF ANIMALS FOR SCIENTIFIC PURPOSES.
   (a)   Requests for and Surrender of Animals. Whenever a licensed institution of learning, a hospital or an allied institute in the County applies in writing to the Chief of Police for permission to use unclaimed, impounded animals in a humane manner for the good of mankind and the increase of knowledge relating to the cause, prevention, control and the cure of disease, and such institution, hospital or institute states the need for such use, the Chief may surrender, to such institution, hospital or institute for such use, the animals for which it has applied, in accordance with State law.

   (b)   Receipts for Surrendered Animals. Dogs or cats turned over to laboratories, hospitals and other institutions, at the end of a three-day waiting period, shall be receipted for by number. Each dog or cat shall be described briefly on such receipt, and the receipt shall be signed by a responsible person. The Chief shall require that such dogs or cats are to be used for definite specified experiments and that a report on each dog or cat shall be made within sixty days from the date of receipt thereof by the institution or the responsible person.

   (c)   Reports on Experiments. Within the sixty-day period, the report on each dog or cat shall be sent to the Village Clerk stating what use was made of the dog or cat in the way of experimentation, the present condition of the dog or cat, what disposition was made of the dog or cat and that the experimentation was conducted under the proper anesthesia with full regard for the care of the dog or cat. Such report shall specify the time, place and nature of the experiments and shall be signed by the overseer of the institution. The final disposition of the dog or cat, identified by number and description, shall be on record in the office of the Clerk.
