(a) Required. No person shall own or keep a dog or cat four months or more of age unless he or she procures a license therefor.

(b) Application. The owner or keeper of such a dog or cat shall make application to the Village Clerk for such a license, giving his or her name and address and the name, breed, color and sex of the dog or cat.

(c) Fee; Term; Internet Payment; Exception for Seeing-Eye Dogs.
(1) The fee for a dog or cat license is zero dollars ($0.00). Each license shall expire on December 31 of the year for which the license is issued, and no license shall be issued for a sum less than the full annual fee, except as provided in paragraph (c)(2) hereof.

(2) All seeing-eye dogs properly trained to assist blind persons, and actually being used by blind persons for the purpose of aiding them, shall be licensed as other dogs, except that no fee is required therefor.

(3) Residents may pay for dog and cat licenses over the internet for a five dollar ($5.00) service charge.

(d) Issuance; Form of Tag. Upon payment of the license fee and upon presentation of a certificate signed by a licensed veterinarian that the dog or cat has been vaccinated against rabies during the preceding twelve-month period, the Clerk shall furnish to the person paying the fee a license certificate and tag for such dog or cat. The shape of such tag shall be changed each year, and it shall have stamped thereon the year for which the fee is paid, wording to identify it as a Village license tag and a number which will correspond with the number on the license certificate.

(e) Placement of Tag. Every dog or cat legally kept in the Village shall be provided by its owner or keeper with a collar or harness made of leather, metal or other substantial material to which the animal's license tag shall be securely fastened.

(f) Removal of Tag. No person other than the owner of a dog or cat shall remove the license tag from such dog or cat.

(g) Duplicate Tag; Fee. If a license tag is lost or taken from any duly licensed dog or cat, even though the dog or cat may not have been taken up or impounded, the owner or keeper thereof shall pay the Village Clerk a fee of one dollar ($1.00) and shall be issued a new license tag.

(h) Records. The Clerk shall keep a complete registry of every licensed dog or cat, describing the same by name, breed, color and sex, and shall also enter the name and address of the owner or keeper, as given, and the number of the license tag of such dog or cat.
