608.13 ANIMAL NUISANCES; PEACE DISTURBANCES.
   No person in the Village shall:
   (a)   Permit any domestic animal or pet to commit a nuisance on any alley, street, sidewalk, park, playground or parking lot; on church, school or other property of public use; or on private property without the express consent of the owner of the property. A violation of subsection (a) of this section is declared to be a nuisance and as such shall be abated;
   (b)   Allow any domestic animal or pet owned by him or her to defecate or urinate upon any public street, sidewalk, or other public place, or upon any other premises not owned or controlled by the person owning or keeping the domestic animal or pet, provided that any such excrement be completely and promptly removed by the owner or keeper of said domestic animal or pet;
   (c)   Allow the excrement of an animal to become an affront to the senses of residents of the Village or in any way attract insects, fleas or other germ-carrying insects. A violation of this subsection of this section is declared to be a nuisance and as such shall be abated;
   (d)   Keep an animal which causes frequent or long continued noise so as to disturb the comfort or repose of a person in the vicinity. A violation of this subsection is declared to be a nuisance and as such shall be abated; or
   (e)   An owner or keeper’s violation of subsection (b) is declared to be a nuisance and the owner or keeper of said domestic animal or pet shall be subject to imposition of a fine ranging from fifty dollars ($50.00) to seven hundred and fifty dollars ($750.00).
