(a) Destruction or Impounding. Any animal suffering from rabies, or any animal bitten by another animal suffering from rabies, is hereby declared to be a nuisance and may be slain by a police officer or impounded by such an officer for observation. The person who owns or exercises ownership or agency over any such animal shall surrender the same to any police officer upon demand.

(b) Reports; Examinations. Every veterinarian or other person who discovers an animal suffering from rabies shall report such fact immediately to the Chief of Police. Such report shall give the name, if known, and the place of residence of the person owning or harboring such animal, the place where the animal can be found, and (if a dog or cat) the license number of the animal, if known. Such animal shall be immediately taken up and impounded and securely kept until the Chief can make or cause to be made an examination of such dog or other animal. If, upon such examination, it is determined that such animal is suffering from rabies, the animal shall be immediately killed.

(c) Confinement of Animals That Bite. No owner or keeper of an animal, when notified that such animal has bitten or so injured so as to break the skin of any person or other animal, shall sell or give away such animal or permit or allow such animal to be taken beyond the Village limits. Such owner or keeper, upon receiving such notice, shall immediately place such animal in a duly licensed veterinary hospital in the County where such animal shall be confined for a period of at least ten days, or deliver such animal to a member of the Police Department for such placement.
