(a) Reports. The owner or keeper, other than a veterinarian, of an animal which dies in the Village, or the owner, occupant or person having control of any premises in the Village on which an animal dies or is found dead, shall give immediate notice thereof to the Police Department.
(b) Removal. The Department shall cause the dead animal to be removed within twelve hours after receiving such notice.

(c) Deposit. No person shall deposit a dead animal upon any place under his or her ownership or control, or fail to remove a dead animal from such place.
