(a) No person shall:
(1) Cruelly beat or otherwise cruelly maltreat any animal or fowl or willfully and wantonly kill, maim, wound, poison or disfigure the same;
(2) Over-drive, over-ride, overload, unnecessarily confine or in any manner oppress any animal or fowl;
(3) Unnecessarily fail to provide any animal or fowl with proper food, drink or shelter;
(4) Drive, work or use any animal or fowl if the same is maimed, wounded, sick, lame or otherwise unfit for labor;
(5) Willfully abandon any animal or fowl to die;
(6) Carry, or cause to be carried, any animal or fowl in a cruel or inhumane manner; or
(7) Leave any animal or fowl tied or confined for more than six hours at a time, exposed to inclement weather or without properly feeding, watering or caring for the same.
(b) This section shall not be construed as preventing policemen or other persons from killing animals when lawfully entitled to do so.
