For purposes of this chapter the following words and phrases shall have the following meanings:
(a) "Owner of record" of a motor vehicle means the record titleholder of the motor vehicle, or lessee of the vehicle, as shown in the records of the Illinois Secretary of State or any other applicable governmental agency.
(b) "Lienholder of record" shall mean any person holding a security interest in a motor vehicle, including a lessor, as shown in the records of the Illinois Secretary of State or any other applicable governmental agency.
