This chapter shall not apply to:
(a) A vehicle which was stolen at the time of the violation and the theft was reported to the appropriate police authorities within twenty-four hours after the theft was discovered or reasonably should have been discovered; or
(b) A vehicle which is operating as a common carrier and the violation occurs without the knowledge of the person in control of the vehicle.
(c) The removal of vehicles pursuant to Section 11-1302 of the Illinois Vehicle Code (625 ILCS 5/11-1302), as amended.
