(a) Where a sidewalk is provided and its use is practicable, no pedestrian shall walk along and upon an adjacent roadway.
(b) Where a sidewalk is not available, any pedestrian walking along and upon a highway shall walk only on a shoulder, as far as practicable from the edge of the roadway.
(c) Where neither a sidewalk nor a shoulder is available, any pedestrian walking along and upon a highway shall walk as near as practicable to an outside edge of a roadway and, if on a two-way roadway, shall walk only on the left side of the roadway.
(d) Except as otherwise provided in this chapter, no pedestrian shall walk, stand or be upon any roadway, shoulder, parkway or sidewalk in such a way as to obstruct, impede or interfere with vehicular and/or other pedestrian traffic upon the right of way.
(e) Except as otherwise provided in this chapter, any pedestrian upon a roadway shall yield the right of way to all vehicles upon the roadway.
(f) Notwithstanding the provisions of subsections (a) and (b) hereof, joggers and pedestrians engaged in roller-skating or roller-blading shall be permitted to use the paved roadway surface, provided that they remain upon the extreme edge of the paved surface on the left side of the roadway facing traffic, and provided, further, that such persons shall yield their position upon the paved roadway upon the approach of any vehicular traffic when failure to so yield would create a hazard or obstruction.
