(a) Description. The Village of Richton Park has acquired parcels of property for the purpose of establishing a Village Commuter Parking Lot in the area described as follows:
Governor's Highway bordering on the west; Sauk Trail bordering on the south; Illinois Central Gulf Railroad bordering on the east; and Lioncrest Towers bordering on the north in Richton Park, Illinois.
(b) Manner of Parking, and Use by Passenger and Commercial Vehicles. It shall be unlawful for any driver to park any vehicle in the Village commuter parking lot in violation of this section, or to so park in a manner that the rear wheels of such vehicle are closer to the front of the designated parking space than the front wheels, or otherwise park contrary to the rules established by the Village Board for the use of such parking facilities; and the parking of a commercial passenger or freight-carrying vehicle or trailer in the Village commuter parking lot shall be prohibited unless authorized by permit.
(c) Tampering, Damaging of Devices. It shall be unlawful to attempt to operate, tamper with, or damage the devices installed to regulate entrance to or exit from the commuter parking lot, except in accordance with posted instructions.
(d) Fees. No person shall park without paying the indicated fee established by the Board of Trustees. Effective May 1, 2020, the daily parking fee shall be $2.00.
(1) Persons parking a vehicle in the Village commuter parking lot shall pay the requisite fee. The parking fee shall be inserted in the coin receptacle provided at the authorized exit.
(2) Residents may pay for commuter parking passes over the internet for a five dollar ($5.00) service charge.
(e) Parking Permits. No person shall park a vehicle in a designated monthly or quarterly lot without having paid the applicable monthly or quarterly fees established below and displaying the current hanging permit issued and required by the Village verifying the receipt of such payment.

(f) Display of Current Parking Decal. Vehicles shall not park in a designated monthly, quarterly or daily lot without having paid the appropriate fees and displaying the current decal issued and required by the Village verifying the receipt of payment prior to parking such vehicle.
(g) Placement of Parking Decal. Persons shall display a valid parking decal issued by the Village in the lower right rear window of the vehicle. Only decals for the current and immediately prior validation periods shall be displayed at any one time.
(h) Designated Parking Space. It shall be unlawful to park in any designated area in any public parking without paying the indicated fee established by the Village Board.
