442.03 PARKING IN METERED SPACES.
   (a)   Use of Parking Spaces. It shall be unlawful and an offense for any person to back an automobile or other motor vehicle into any parking space serviced by a parking meter or to park a vehicle in any metered vertical or angular parking space in such a manner that the rear wheels of such vehicle are closer to the meter than the front wheels of such vehicle.
   (b)   Vehicles parked at a metered parking space shall be parked wholly within the space designated and marked off.
   (c)   Deposit of Coin. When any vehicle is parked within a parking meter zone, the driver of such vehicle shall, immediately upon entering the parking space, deposit a United States coin in the amount posted, in the parking meter alongside of or next to such parking space, and the parking space may then be used by such vehicle during the parking time limit as prescribed for such parking space.
   (d)   Overtime Parking. If a vehicle is parked in a parking space, at a parking meter area within the Village, beyond the parking limits established by the Village for such parking space, such vehicle shall be considered as parked overtime and beyond the time established by the Village. The parking of a vehicle overtime or beyond the period of time established by the Village in any such metered parking space shall be a violation of this section.
   (e)   Removal from Hourly Parking Space. Any vehicle parked in a metered parking space in excess of twenty-four consecutive hours may be removed by the Police Department at the expense of the owner of the vehicle or the driver in violation of this section.
   (f)   Parking in Handicapped Metered Zones. If any vehicle is parked in any metered parking space designated as a handicapped parking area without displaying a handicapped license plate or permit issued pursuant to the registration system of the Secretary of State of Illinois or a political subdivision issuing identification to persons meeting the definition of a physically handicapped person, as defined by the Illinois Vehicle Code, whether parked otherwise legally or not, will be considered illegally parked and subject to immediate removal at the expense of the owner or the driver in violation of this section.
