442.02 PUBLIC PARKING LOTS AND AREAS.
   (a)   Parking, Boarding, Discharging Passengers. No vehicle shall enter upon a public or private parking lot within the Village except for the purpose of parking, boarding or discharging of passengers and provided that such entry or parking is directly related to the functions or services of the public or private agencies furnishing such public parking lot when appropriate signs are posted.
   (b)   Entrance and Exit. No vehicle shall enter upon or exit from a public parking lot except at places specified for entry or exit.
   (c)   Speed Limit. The maximum rate of speed at which a vehicle may be operated upon a public parking lot shall be such slow speed as is reasonable and proper considering existing traffic conditions and the safety of others.
   (d)   Designated Spaces. No vehicle shall be parked in a public parking lot except within designated parking spaces.
   (e)   Restricted Parking. No vehicle shall be parked in a public parking lot where signs or markings prohibit or restrict such parking.
   (f)   Unauthorized Use of Parking Places Reserved for Handicapped Persons.
      (1)   It shall be prohibited to park any vehicle which is not bearing registration plates or decals issued to a physically handicapped person (pursuant to Section 3-616 or 11-1301.2 of the Illinois Vehicle Code, as amended) or to a disabled veteran (pursuant to Section 3-609 of such Code, as amended), as evidence that the vehicle is operated by or for a handicapped person or disabled veteran, in any parking place, including any private or public off-street parking facility specifically reserved, by the posting of an official above-grade sign, for motor vehicles bearing such plates.
      (2)   Any person or local authority owning or operating a public or private off-street parking facility may, after notifying the Police or Sheriff’s Department, remove or cause to be removed, to the nearest garage or other place of safety, any vehicle parked in a stall or space reserved for use by the physically handicapped, which vehicle does not display handicapped registration plates or decals as required in paragraph (f)(1) hereof.
   (g)   Towing of Vehicles. The Chief of Police of any other police officer may cause to be towed away and stored any vehicle parked in violation of this chapter in conformance with the Village ordinance regarding towing and towing procedures. The costs of towing and storage shall be borne by the owner of the vehicle or the driver of the vehicle who caused the violation.
   (h)   Selling, Hawking, Soliciting. No vendor of goods, wares, merchandise or services shall use a public parking lot or any portion thereof for the conduct of such business or for display purposes unless properly licensed in accordance with other established ordinances.
   (i)   Traffic Control Signs. Vehicles shall be operated in conformance with all traffic control devices or signs properly posted or placed.
   (j)   Keys, etc. in Parked or Unattended Motor Vehicle. No person shall park or leave unattended a motor vehicle:
      (1)   Which contains keys capable of starting such vehicle;
      (2)   Which is running but from which the keys have been removed; or
      (3)   Which is capable of being started without an ignition key.
