As used in this chapter, the following words and phrases shall hav ethe meanings respectively ascribed to them by this chapter:
(a) "Park" or "Parking" means the standing of a vehicle, whether occupied or not, other than when temporarily and actually engaged in the loading or unloading of merchandise or passengers.
(b) "Parking lot area" means:
(1) The designated area owned, operated or controlled by the Village pursuant to any agreements entered into with property owners, the terms of which are established in accordance with Sections 11-209 and 11-209.1 of the Ill. Rev. Stats.
(2) Designated areas in a fee or private parking lot established under Chapter 858;
(3) Designated areas within the Village commuter parking lot; or
(4) Any other strip parking areas designated and controlled by the Village.
(c) "Parking space" has the same meaning as is set forth in the Village Zoning Ordinance, as amended.
(d) "Vehicle" means any device in, upon or by which any person or property is or may be transported upon a street or highway, except those operated upon rails or tracks. "Vehicle" includes, but is not limited to, motor vehicles, motor carriers, motorcycles, motor-driven cycles, motorized pedalcycles, bicycles, trucks and other vehicle types as defined in Chapter 95 ½ of the Illinois Vehicle Code.
