438.15 PARKING ON UNPAVED SURFACES; EXCEPTIONS.
   (a)   No person shall park on an unpaved portion of any village street, parkway or other right-of-way unless the area is in a residential zoning district, is an uncurbed street, and also is a surface which by improvement has become compacted to a degree that continued parking will not cause any further damage to the public property (“exempt area”).
   (b)   No person shall place any gravel, concrete or otherwise alter any Village parkway or other unpaved right-of-way area without a permit issued by the Village. Any such improvements shall be constructed according to Village specifications.
   (c)   The Police Chief and Public Works Director shall compile a list by address of those properties where a surface thereon qualifies the property to be considered an exempt area as of May 1, 2002. Upon approval of the recommended list by the Board of Trustees, said list of properties with exempt areas shall be on file at the office of the Village Clerk and the Police Department and shall be available for public inspection. No exempt area shall be expanded.
