438.10 RIGHT OF WAY AT PARALLEL PARKING SPACES.
   (a)   Parallel Parking Required. Only parallel parking shall be permitted in all residential zoning districts within the corporate limits of the Village.
   (b)   Spaces Being Vacated. The driver of a vehicle who intends such vehicle to occupy a parallel parking space where a backing movement is necessary, and which is being vacated by another vehicle, shall stop his or her vehicle to the rear of the space until the vacating vehicle has cleared and entered normal traffic. The driver then shall be deemed to have the right-of-way to such parking space over any other vehicle attempting to park therein.
   (c)   Unoccupied Spaces. The first of two or more vehicles to reach the rear boundary of an unoccupied parallel parking space, where a backing movement is necessary to occupy such space, shall be deemed to have the right-of-way to such parking space.
