(a) No curb loading zone authorized and established as a passenger loading zone shall be used as a commercial loading zone, and no commercial loading zone shall be used as a passenger loading zone, except as may otherwise be specified by ordinance.
(b) No operator of a vehicle shall stop, stand or park such vehicle in any place marked as a loading zone other than for the expeditious loading and unloading of passengers, and then for not longer than three minutes, or for the unloading and delivery or pick-up and loading of materials. In no case shall such a stop for loading and unloading of materials exceed thirty minutes.
