438.03 PARKING AT ALLEYS AND DRIVEWAYS.
   (a)   As used in this section, "alley" means a public thoroughfare which affords only secondary means of access to abutting property.
   (b)   No operator of a vehicle shall stop, stand or park a vehicle in the following places, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic sign or signal:
      (1)   At any place where the standing of a vehicle will block the use of a driveway; or
      (2)   In an alley. However, a vehicle making a local delivery to the owner of property abutting an alley may park in such alley for not longer than thirty minutes.
