A Village police officer may issue a notice to appear, summons, citation, complaint or other written order or request to appear directed to a specifically named person when he or she has reasonable grounds to believe that the person is committing or has committed an offense under this chapter. An officer may effect an entry into any property, driveway, parking lot or part thereof to issue and serve such a complaint or other process.
