(a) Specifications for License Decals and Plates. Upon completion of the application for a Village vehicle license and payment of the required fee, the Village Clerk shall deliver to the applicant a Village vehicle license decal or plate in a shape and form to be determined from year to year, which decal shall bear the words "Richton Park," a number identical to the number of the registration, the name of the class of which such vehicle belongs and the year or years for which such decal is effective.
(b) Display of Decal. Upon delivery of a motor vehicle license decal, the applicant shall permanently affix it to the lower right front of the windshield of such vehicle, where it can readily be seen. The current and prior year Village decals or plates shall be the only ones displayed at any one time.
(c) License for Motorcycles. Upon the completion of the application for a Village vehicle license and payment of the required fee for a motor-driven cycle, motorized pedalcycle or motorcycle, the Clerk shall deliver to the applicant a metal plate bearing the information provided for in subsection (a) hereof. Upon delivery of a motor vehicle license metal plate, the applicant shall affix such metal plate in a conspicuous position upon the right handlebar of such vehicle, free from any obstruction to the view of such metal plate, so that the plate can easily be seen by a police officer upon the approach of such vehicle.
(d) Village Operation Without Vehicle License. It is unlawful for any person to use, or to cause or permit any agent or employee to use, any vehicle upon any street, avenue or alley of the Village, unless a Village motor vehicle license decal or plate is affixed and displayed as provided for in this section.
