The owner of an impounded inoperable motor vehicle, or his or her duly authorized agent, may, upon presentation of the notice provided for in Section 422.06 to the person in charge of such pound or garage, reclaim the possession of such motor vehicle, upon the payment of the cost of impounding and towing and, in addition thereto, any storage charges incurred.
