The fact that a motor vehicle which is illegally operated or parked is registered with the Secretary of State in the name of the alleged violator, or the fact that a vehicle sticker issued by a municipality has been issued in the name of and to such alleged violator, shall be considered prima-facie proof that the alleged violator was in control of, or was the operator of, the motor vehicle at the time of such alleged violation.
