288.05 MEETINGS; QUORUM; MINUTES.
   (a)   The Board shall be subject to the Open Meetings Act. In accordance with the Act, the Board shall establish a regular time and place for its meetings and shall publish all required notices. Four members of the Board shall constitute a quorum for the transaction of business. Each member, except for the Chief of the Fire Department, shall be entitled to one vote on every matter brought to a vote. The affirmative vote of a majority of the quorum shall constitute approval of the business before it.
   (b)   The President of the Board may call a special meeting at any time. The President shall call a special meeting upon the written request of two members of the Board. The request shall include a description of the subject matter of the special meeting and shall be signed by all of the requesting members.
   (c)   Any person shall be entitled to appear and be heard on any matter before the Board. A copy of minutes of all meetings shall be filed with the Village Clerk.
