288.04 OFFICERS.
   (a)   Chairman. The Chairman shall preside over all meetings of the Board. The Chairman shall have such other powers as he or she may be given from time to time by action of the Village President and the Board of Trustees, consistent with the Illinois Municipal Code and these Codified Ordinances.
   (b)   Secretary. The Secretary shall keep an accurate record of all resolutions, proceedings, minutes and actions of the Board and shall attest all official documents with his or her signature. The Secretary shall keep these minutes in a manner identical to the manner in which the Village Board minutes are kept. The Secretary shall have custody of all documents, records, books and papers belonging to the Board, except as provided by statute or ordinance. The Secretary shall also perform any other such duties and functions as are assigned from time to time by the President of the Board, the Village President and the Board of Trustees.
   (c)   Treasurer. The Treasurer shall:
      (1)   Have charge of the receipt, custody and disbursement of all funds received by the Village from the foreign fire insurance gross receipts tax, and deposited in a special fund called the Foreign Fire Insurance Tax Fund (Fund);
      (2)   Deposit all monies in the Fund in the name of the Village of Richton Park Fire Department in such banks, savings and loan associations or other depositories as shall be approved by the Village President and the Board of Trustees;
      (3)   Invest said funds as are not immediately required in such securities as the Village Treasurer shall specifically or generally select from time to time, provided, however, that all investments shall be made only in those securities which may be purchased under the provisions of Illinois law;
      (4)   Maintain the financial books and records of the Board, keep a current record of all financial transactions affecting the Fund and countersign all checks involving the expenditures of moneys of the Fund;
      (5)   Receive all funds appropriated by the Village Board and pay out money and otherwise make expenditures upon the order of the Board;
      (6)   Perform all duties incident to the office of Treasurer and such other duties as from time to time may be required by law; and
      (7)   Give a sufficient bond to the Village of Richton Park, which shall be approved by the Village President, conditioned upon the faithful performance by the Treasurer of his or her duties under State statutes, Village ordinances and the rules and regulations adopted by the Board. Said bond shall be paid for from the Fund.
