(a) The Committee shall consist of not less than nine nor more than twenty members, plus the Code Enforcement Officer and a Village Hall staff member designated by the Village Manager. The Code Enforcement Officer and the staff member shall function in advisory positions only.
(b) Members may be from outside the Village of Richton Park, but in no case shall their number exceed one-third of the voting membership. People owning businesses in the Village but who do not reside in the Village are exempt from this restriction and shall be counted as residents for the purpose of qualifying for membership.
