(a) The Village shall establish a schedule of user fees for individuals who use the emergency medical services (EMS) of the Village, which are financed from taxes paid on real property within the Village.
(b) A distinction shall be made between residents and nonresidents of the Village in the assessment of said user fees, in an attempt to assess a fee for nonresidents that more fairly reimburses the Village in light of the taxes contributed by the residents for maintenance of the service.
(c) The Village shall, by its Village Board, adopt this section which may be amended from time to time by action of the Village Board.

(e) The following charge is imposed on the owner of any vehicle in the Village which is involved in an auto accident requiring the attention of the Fire Department:

(f) The following hazardous material (HazMat) clean-up charge is imposed for incidents within the Village:
(1) Hazardous material” or “hazmat” means any material that poses an unreasonable risk to the health and safety of the public, environment or emergency personnel, if not properly controlled during handling, storage, manufacture, processing, packaging, use, disposal or transportation, and shall include but not be limited to: explosives, pyrotechnics, flammable gas, flammable compressed gas, nonflammable compressed gas, flammable liquid, combustible liquid, oxidizing material, poisonous gases, poisonous liquid, poisonous solid, irritating material, etiological material, radioactive material, corrosive material or liquefied petroleum gas.
(2) Level 1 - $816.00.
Basic Response: Claim will include engine response, first responder assignment, perimeter establishment, evacuations, set-up and command.
(3) Level 2 - $2,913.00.
Intermediate Response: Claim will include engine response, first responder assignment, hazmat certified team and appropriate equipment, perimeter establishment, evacuations, set-up and command, Level A or B suit donning, breathing air and detection equipment. Set-up and removal of decon center.
(4) Level 3 - $6,875.00.
Advanced Response: Claim will include engine response, first responder assignment, hazmat certified team and appropriate equipment, perimeter establishment, evacuations, first responder set-up and command, Level A or B suit donning, breathing air and detection equipment and robot deployment. Set-up and removal of decon center, detection equipment, recovery and identification of material. Disposal and environment clean up. Includes above in addition to any disposal rates of material and contaminated equipment and material used at scene. Includes three hours of on scene time - each additional hour at $336.00 per HAZMAT team.
(g) The following water incidents charge is imposed for incidents within the Village:

(k) The Village Manager and Fire Chief are authorized and directed to prepare and make available implementing narrative regulations explaining the scope of services provided for each billing category.
