252.11 USE OF FIRE TRAINING TOWER.
   (a)   Permission to use the fire training site must come from the Fire Chief and the Village Manager.
   (b)   A request for use of the fire training tower must be in writing and must be made not later than two weeks before the scheduled date of use.
   (c)   The fire training tower will be available for fire training use on weekdays from 8:00 a.m. to 10:00 p.m. and on weekends from 10:00 a.m. to 6:00 p.m., excluding holidays.
   (d)   The requestor must provide his or her own insurance in the minimum amount of one million dollars ($1,000,000) for liability, including bodily injury and property damage. A certificate of insurance must accompany the request when submitted.
   (e)   A fee of fifty dollars ($50.00) per use will be charged to the departments that are within the Region IV Fire District, presently including Beecher, Chicago Heights, East Chicago Heights, Crete, Crete Township, Frankfort, Holbrook, Matteson, Miller Woods, Monee, Olympia Gardens, University Park, Peotone, Sauk Village, South Chicago Heights, Steger and Steger Estates. Fees will be reviewed from time to time by the Board of Trustees. The Park Forest Fire Department will be exempt from charges for use of the fire training tower due to a mutual use arrangement that allows the Village to use the Park Forest fire training tower facility at no charge.
   (f)   Fire departments from outside Region IV or any other group not connected with the Village will be charged a fee of one hundred dollars ($100.00) per use. Fees will be reviewed from time to time by the Board.
   (g)   The fire training tower shall be inspected by a representative from the Fire Department and the requestor prior to the scheduled date of use. The requestor shall signify his or her agreement thereto by having an authorized agent sign the pre-inspection form.
   (h)   A responsible representative must meet with the Fire Chief or other officer to review permitted and prohibited training procedures.
   (i)   The Fire Chief or the Village Manager may cancel the use of the building for any just reason, including, but not limited to, limitations in the water supply, previous misuse of the facility or other valid cause.
   (j)   If a post inspection by the Fire Chief or other officer of the Village indicates that the facilities were damaged by the requestor, all damage to the building, grounds and facilities will be repaired by the Village of Richton Park at the expense of the village or group that caused the damage.
   (k)   Fire departments using the facility for training shall have not more than two heavy-duty vehicles on the site. This limit may be exceeded only with special permission from the Fire Chief.
   (l)   No person shall start a fire on any floor surface.
   (m)   No person shall use a straight stream of water inside or outside of the training tower.
