All police officers shall be subject to rules and regulations as shall be prescribed from time to time by the Chief of Police. Such rules and regulations shall be approved by the Village Manager and shall be in full force and effect from the date of promulgating such rules and regulations at the Police Department and upon mailing a copy of the same to the Secretary of the Fire and Police Commission and the corporate authorities.
