250.02 CHIEF.
   (a)   Establishment of Office. There is hereby established, of and for the Village, the office of Chief of Police, who shall head the Police Department.

   (b)   Qualifications. No person shall hold the office of Chief unless he or she possesses technical and practical training in, and knowledge of, matters of public welfare and administration, detection and investigation of crime and criminals, crime prevention, traffic control and regulation, other police duties and municipal government as related to police regulations and the enforcement of law, so as reasonably to qualify him or her in such matters.

   (c)   Duties.
      (1)   The Chief shall:
         A.   Have the custody, care and control of the public property of the Department, including the books and records thereof and all firearms and other equipment;
         B.   Devote full time to the affairs of the Department;
         C.   Preserve the peace, order, safety and cleanliness of the Village;
         D.   Execute and enforce all ordinances, police regulations and orders of the Board of Trustees and its President;
         E.   Protect the rights of persons and property;
         F.   Provide proper police detail at every fire;
         G.   Protect strangers and travelers arriving at travel terminals at night;
         H.   Cause to be enforced all ordinances of the Village;
         I.   Take notice of all nuisances and at all times render necessary assistance to the Health Officer, the Director of Community Development or his or her designee, the Director of Public Works or other Village officers in the abatement of such nuisances;
         J.   Take notice of all impediments, obstructions and defects in walks, streets, avenues and public places of the Village, and remove the same, or cause immediate notice thereof to be given to the proper person whose duty it may be to attend to the removal of the same, according to the ordinances of the Village;
         K.   Notify the Village Attorney and the Village Engineer, as soon as is practical, of all accidents on Village streets involving Village equipment or Village property or whenever it appears probable that the Village may be made party to any action at law as the result of such an accident. The Chief shall further give such service and information to the Engineer as may be required by him or her in the making of the accident surveys of such cases.
         L.   Cause to be executed all orders directed to him or her by the Health Officer so far as such orders may relate to the preservation of health in the Village, as well as all measures for the protection of the streets, alleys and sidewalks of the Village or for the enforcement of any of the ordinances of the Village, the enforcement of which is by the terms imposed upon officers of the Village;
         M.   Aid the Fire Department by giving alarms in case of fire and by clearing the streets or grounds in the immediate vicinity of the fire so that members of such Department are not hindered or obstructed in the performance of their duties; and
         N.   Study police problems and matters of public welfare and administration as related to crime and law enforcement, make recommendations thereon to the Board of Trustees and its President and investigate, study and recommend traffic regulations, routing and changes therein with a view to improving traffic conditions and lessening congestion in the streets and public places.
      (2)   For the purpose of carrying out the provisions of paragraph (c)(1) hereof, the Chief shall cause to be detailed a sufficient number of police officers to make, from time to time, and as often as may be necessary, a thorough and systematic examination of the Village and ascertain and report to the proper authority for prosecution all violations of ordinances of the Village. For this purpose, such officers are permitted at all times to visit and enter into or upon any building, lot or grounds within the jurisdiction of the Village and to make an examination thereof.

      (3)   The Chief shall discharge the duties of his or her office faithfully and honorably in accordance with the law and in accordance with all other duties assigned to him or her by the corporate authorities, the Village Manager, the Village Attorney and the Village Prosecutor.
