All warrants drawn on the Village Treasurer must be signed by the Village President, or in his or her absence by the Village Manager, and countersigned by the Director of Finance, stating the particular fund or appropriation to which the warrant is chargeable, and the person to whom payable; and no money shall be otherwise paid except as may be authorized by statute. Money shall not be transferred by the Director of Finance from one fund to another after receipt by the Director, or appropriated to any other purpose than that for which it has been collected or paid, except as may be ordered by the Village President and Board of Trustees in the manner and form prescribed by statute.
