If the Village Clerk fails to attend any meeting of the Board of Trustees, the Clerk may appoint a Deputy Clerk, when directed to do so, to attend such meeting in the absence of the Clerk. A vacancy in the office of the Clerk may be filled by appointment of a Clerk pro-tem by the corporate authorities to keep the minutes of a meeting.
