230.05 POWERS AND DUTIES.
   The Village Manager shall:
   (a)   Enforce the laws and ordinances of the Village;
   (b)   Appoint all heads of departments and heads of divisions thereof, including the Chief of Police and the Fire Chief. No appointment shall be made upon any basis other than that of merit and fitness.
   (c)   Suspend or terminate all heads of departments and heads of divisions thereof, including the Chief of Police, the Fire Chief, the Assistant Village Manager and the Administrative Assistant to the Village Manager. Heads of departments and heads of divisions thereof, including the Chief of Police, the Fire Chief, the Assistant Village Manager and the Administrative Assistant to the Village Manager, may be terminated by the Village Manager at his or her discretion. Such termination shall be final and may not be appealed. The suspension and termination of such managerial personnel are not subject to the disciplinary procedures set forth in the Personnel Manual.
   (d)   Have all the powers and exercise all the duties granted in the Illinois Municipal Code to municipal clerks and comptrollers with respect to the preparation of a report of the estimated funds necessary to defray the expenses of the Village for the fiscal year for the consideration of the Board of Trustees prior to the preparation of the annual appropriation ordinance;
   (e)   Attend all meetings of the Board, with the right to take part in the discussion but without the right to vote;
   (f)   Recommend to the Board the adoption of measures he or she may deem necessary or expedient;
   (g)   See that all terms and conditions imposed in favor of the Village or its residents in any contract or public utility franchise are faithfully kept and performed;
   (h)   Make, in the ordinary course of business, all purchases of materials and supplies necessary for the Village as provided for in the annual appropriation ordinance, and in all cases comply with the provisions of these Codified Ordinances or statutory provisions as to the solicitation of bids;
   (i)   Have and exercise the power, authority and duties of any head of a department or division thereof prescribed in these Codified Ordinances during the time when such office is vacant or no person has been appointed thereto;
   (j)   Act as the agent of the Local Liquor Control Commissioner in all matters pertaining to the administration of the licensing and control of the sale of alcoholic liquor in the Village and the administration of the statutes of the State, the provisions of these Codified Ordinances and other ordinances of the Village pertaining thereto;
   (k)   Issue all licenses and permits not otherwise provided for by the statutes of the State or ordinances of the Village;
   (l)   Recommend to the Board of Trustees the compensation of all appointive officers and employees not otherwise provided for;
   (m)   Prescribe rules and regulations for the conduct of the various departments of the Village and divisions thereof;
   (n)   Require periodic reports from each department as he or she may deem necessary;
   (o)   Direct any department or division thereof to perform work for any other department or division; and
   (p)   Perform other duties as may be prescribed by the Illinois Municipal Code or by these Codified Ordinances or any other ordinance or resolution of the Village.
