220.07 RULES OF PROCEDURE; ORDER OF BUSINESS.
   (a)   The rules of procedure and order of business set forth in this section shall be adhered to invariably by the Board of Trustees unless the same are suspended by consent of two-thirds of the Board members present.
   (b)   The Board of Trustees may from time to time develop agenda formats for the conduct of regular meetings, special meetings, and work sessions.
   (c)   The President shall preserve order and decorum and shall decide all questions of order, subject to an appeal to the Board.
   (d)   Every member who is present when a question is stated from the chair shall vote thereon unless he or she is excused by the Board or directly interested in the question, in which cases he or she shall not vote.
   (e)   A motion to adjourn the meeting shall always be in order and shall be put without debate.
   (f)   In all cases where a resolution or motion is entered on the minutes of the Board, the name of the member proposing such resolution or motion shall also be entered on the minutes.
   (g)   Robert's Rules of Order shall govern the proceedings of the Board, except where such Rules are in conflict with the rules set forth in this section.
