220.05 SPECIAL MEETINGS.
   (a)   Call; Notice. The President of the Board of Trustees or any three Board members may call a special meeting of the Board. The call for such special meeting shall be in writing and signed by the President or the three Board members calling the meeting and shall specify the subject to be discussed at such special meeting. A notice of such special meeting specifying the subject to be considered shall be served by a Village official or employee on each Board member either personally or by leaving the same at his or her residence, and such notice shall be posted in the Village Hall.

   (b)   Business; Certain Actions Limited to Regular Meetings. At a special meeting, no subject shall be acted upon except that specified in the call. No petition shall be acted upon, and no appropriation shall be made, except at a regular meeting or an adjournment thereof and when at least two-thirds of the Board members are present.
