(a) Election; Term. The President of the Board of Trustees shall be elected for a four-year term by the electors of the Village at a general election held therein and shall serve until his or her successor is elected and qualified as provided by statute.

(b) Powers and Duties. The President shall be the chief executive officer of the Village and shall exercise all such powers and duties as may be provided by statute or by this Code or other ordinances of the Village.

(c) Authority re Appointments.
(1) The President shall appoint, by and with the advice and consent of the Board of Trustees, all officers of the Village whose appointments or elections are not otherwise provided for.
(2) Vacancies occurring in appointive offices shall be filled in the same manner.
(3) Whenever there is a dispute as to the respective duties or powers of any officer of the Village, such dispute shall be settled by the President after consultation with the Village Attorney.
(4) The President may delegate to any officer any duty which is to be performed when no specific officer has been directed to perform such duty.

(5) The President shall appoint, by and with the advice and consent of the Board of Trustees, all commission members of the Village. The President may remove any commission member so appointed and report the removal to the Board of Trustees. If by a two-thirds vote, the Board of Trustees disapproves of the commission member's removal, the individual shall be restored to the commission.
One such instance in which the President may remove a commission member is if a member fails to attend two commission meetings in a one-year period without notifying the commission's chairperson or the commission's staff liaison at least two days in advance of a commission meeting. A certified letter shall be sent to the applicable commission member requesting whether the individual desires to resign or remain a commissioner. If the commission member fails to respond to the letter within thirty (30) days of its posting, the individual shall automatically be deemed to have resigned from the commission. A vacancy is them created on the commission for which the President has authority to appoint a new member with the advice and consent of the Board of Trustees.
(6) Any such appointment shall be deemed provision until such time as the appointee completes the required electronic training curriculum developed and administered by the Illinois Attorney General’s Public Access Counselor. In the event such appointee fails to complete the required training curriculum within the time prescribed by law, then the appointee shall be deemed to have resigned from the appointment.
Village staff shall notify each official of this requirement promptly upon the official’s initial appointment.

(d) Oath of Office; Compensation. The President shall take the oath of office prescribed by statute and shall receive such compensation as set from time to time by the Board.
