212.02 BASIS FOR DECLARATION OF EMERGENCY.
   The President of the Board of Trustees may declare that a state of emergency exists in the Village or any part thereof whenever he or she determines that there has been an act of violence, a flagrant and substantial defiance of, or resistance to, a lawful exercise of public authority or a natural disaster or man-made calamity, including flood, conflagration, cyclone, tornado, earthquake or explosion, within the limits of the Village, resulting in the death or injury of persons or the destruction of property to such an extent that extraordinary measures must be taken to protect the public health, safety and welfare, and that, partly on account thereof, there is reason to believe that there exists a clear and present danger of a riot or other general public disorder, widespread disobedience of the law and substantial injury to persons or to property, all of which constitute a threat to public peace or order and to the general welfare of the Village or a part thereof.
