Except as otherwise expressly provided, no contract shall be made by the Board of Trustees or a committee or member thereof, and no expense shall be incurred by an office or department of the Village, whether or not the object of the expenditure is ordered by the Board, unless an appropriation has been previously made concerning such expense.
