(a) All ordinances, resolutions and parts of ordinances and resolutions in conflict with any of the provisions of this Code are hereby repealed.
(b) When an ordinance or resolution repealing a former ordinance or resolution, or a part thereof, is itself repealed, such repeal shall not be construed to revive such former ordinance, resolution or part thereof unless it is therein so expressly provided.
(c) The repeal of an ordinance or resolution shall not affect any punishment or penalty incurred before the repeal takes effect, or any suit, prosecution or proceeding pending at the time of the repeal, for an offense committed or cause of action arising under the ordinance or resolution repealed.
