(a) A person who requests a special privilege, grant or franchise from the Village shall deposit, with the Village Clerk, such sums of money as the Board of Trustees may deem sufficient to defray all expenses incident to the procuring of such special privilege, grant or franchise. However, if any money remains after the payment of all such expenses, it shall be refunded to such person.

(b) If such person violates or fails to comply with any of the duties and obligations imposed and transcribed to be done and performed in connection with the privilege, grant or franchise, or the conditions thereof or relevant provisions of this Code, all rights and privileges in connection therewith shall be terminated.
