In addition to the foregoing provisions of the code relating to street construction, excavation and installation of utilities, a permittee, including utilities, shall adhere to any other applicable federal, state or local laws, rules or regulations governing such excavation, construction or installation, including, but not limited to, the provisions of 610 I.A.C. 5-1-13.
