No person shall paint, mark, post or in any way affix to or on any curb, sidewalk, street, sign post, utility pole or tree or any street, pavement, monument, fountain, fire hydrant or lamp post, any sign, bill, notice or announcement, or other advertising medium. This does not apply to any legal notice or announcement required to be made or given by any officer under any law of the state, or any ordinance of the city, nor to the marking of any pole or post by permission of the Board of Public Works and Safety by appropriate sign so as to properly preserve or designate the ancient course of an historical way, road or public thoroughfare.
