Every person employed by any utility in the city whose duties require him or her to go on or into the premises of any resident of the city, for the purpose of inspecting pipes or wires of the company, or taking or reading any water, gas or electric light meter, shall, when employed about the business, wear on the lapel of his or her coat or otherwise exposed to plain view, a badge with the character of his or her employment or business plainly painted or lettered thereon, and shall also carry with him or her a certificate, certifying to his or her authority to act, which certificate shall be signed and attested by the seal of the company.
