1374.03 FAILURE TO APPLY FOR CERTIFICATE; RENEWALS; LATE FEE.
   (a)    The proposed occupant of a structure to be used for business purposes and which requires a certificate of business occupancy under the provisions of this Business Maintenance Code shall apply for such certificate as soon as practical, but in no event shall any unit of the structure be occupied in whole or in part until such certificate has been issued.
   (b)    For each calendar year thereafter, the person applying for a required certificate of business occupancy for any unit used for business purposes shall apply for such certificate on or before December 1 of the year preceding the period for which the certificate is issued.
   (c)    In addition to any other penalties provided for violations of the Business Maintenance Code, any applicant failing to file an application for an original certificate of business occupancy prior to occupancy of any unit of the structure or an annual renewal certificate by December 1 of the year preceding the period for which the certificate is issued shall be charged in addition to the fee required for said certificate a late fee of fifty dollars ($50.00) for each thirty day period after occupancy for original certificates or after December 1 for renewal certificates or fraction thereof until said application is filed.
