The Building Inspector may issue a conditional occupancy permit for the house or structure if the weather conditions or other extenuating circumstances, as determined by the Building Inspector, then existing prevent completion of one or more of the eight requirements outlined in Section 1305.02
, provided, however, that the persons constructing the house or structure shall agree in writing that the work not completed will be completed by a date determined by the Building Inspector and set forth in such agreement and in the conditional occupancy permit. If such work is not completed by the date set forth, then the conditional occupancy permit shall be considered to have been revoked as of the date on which it was issued and the person constructing the house or structure shall be considered in violation of this chapter from the first day on which the house or structure was occupied. In order that the Building Inspector may issue a conditional occupancy permit, he must first determine that the existing weather conditions or other extenuating circumstances, as determined by the Building Inspector, prevent completion of the work required in Section 1305.02
and that occupancy of the house or structure will not in any fashion be detrimental to the public health, safety or welfare, nor that it will create any problems relative to sanitary or storm sewerage, and that the lives or health of any persons occupying such house or structure will not be placed in jeopardy by occupancy. The agreement in writing that work not completed will be completed by a date determined by the Building Inspector in accordance with provisions set forth above shall be provided on a form or forms to be provided by the Building Inspector.
