1305.02 REQUIREMENTS TO BE MET.
   The Building Inspector shall not issue a certificate of occupancy to the owner of any house or other structure intended for human habitation until the following requirements have been met:
   (a)   A continuous means of egress shall be constructed and paved with concrete or asphalt from the house or structure to the City right of way and from that point on to the public street in front of the sublot only concrete may be used.

   (b)   Proper provision must be made for the drainage and disposal of sanitary and storm sewage and other liquid wastes in accordance with the ordinances of this City and the statutes of this State.
   (c)   All the requirements of the Building Code and Zoning Code must be met.
   (d)   A heating unit to be used in heating the entire house and a unit for heating hot water must be installed and in operable condition.
   (e)   If natural gas is to be used to meet any of the requirements of this chapter, then such gas must be available inside of such structure.
   (f)   If electricity is to be used to meet any of the requirements of this chapter, then such electricity must be available inside such structure.
   (g)   A device in accordance with the requirements of the City as such requirements now exist or are hereafter enacted must be installed to dispose of garbage or other burnable trash.
   (h)   All excess building materials, soil or other debris must be removed from the property surrounding such structure and all trenches or excavations filled.
   (i)   The owner or developer of a subdivision, or the person applying for a permit for a lot in a new subdivision, shall submit evidence that the boundary markers required by Section 1101.01 (d) of the Codified Ordinances are in place.
