Procedures for the administration and enforcement of this Zoning Code and for making appeals are herein established in order to achieve, among others, the following purposes:
(a) To provide general procedures and rules for meetings, hearings and appeals; and
(b) To define the functions of the Zoning Board of Appeals and its relationship with other City officials and boards in administering the Zoning Code.

(a) The Zoning Board of Appeals, which shall be appointed in accordance with the provisions of the City Charter shall elect at its first meeting in each calendar year, from among its members, a Chairman, a Vice Chairman and a Secretary.
(b) The Board shall prepare rules and regulations as may be necessary to carry into effect the duties, powers and responsibilities conferred herein, consistent with this Zoning Code and including those duties and powers as set forth in the City Charter. Such rules and regulations, before becoming effective, shall be approved by Council.
